European Security at a Crossroads: Preparing for Emerging Risks

Russia’s invasion of Ukraine, China’s predatory mercantilism, and the rise of populist neo-isolationism in the United States have forced a reconsideration about what might be necessary to protect Europe in decades to come. As the European Council noted in its latest strategic plan, “The global political landscape is being reshaped by strategic competition, growing global instability, and attempts to undermine the rules-based international order.” The Continent has already begun responding to this new reality, yet restoring Europe’s military capacity, economic competitiveness, and strategic autonomy will be difficult. In this talk, Gideon Rose, the longtime former editor of Foreign Affairs, surveys current challenges to European security and explores how to transform newfound resolve into effective practice.
Gideon Rose is the former editor and managing editor of Foreign Affairs. He currently serves as an adjunct senior fellow at the Council on Foreign Relations and adjunct professor of political science at Columbia University. Previously, he was the Mary and David Boies Distinguished Fellow in US Foreign Policy at the Council on Foreign Relations and held assistant editorial roles at the National Interest and the Public Interest. He has also served as associate director for Near East and South Asian Affairs at the National Security Council and deputy director of National Security Studies at the Council on Foreign Relations. The author of How Wars End (Simon & Schuster, 2010), Rose has taught American foreign policy at Princeton University and Columbia University. He holds a BA in classics from Yale University and a PhD in government from Harvard University.
PD Dr. habil. Markus Kaim is adjunct professor at the Department of Political Science at the University of Zurich and at the Hertie School of Governance in Berlin. Until May 2024, he headed the “Security Policy” research group at the Stiftung Wissenschaft und Politik (SWP), the German Institute for International and Security Affairs in Berlin. Since May, he has been Head of the “Geoeconomics and Security Policy” Division at the Federal Ministry of Finance.
