The US Foreign Policy Agenda of the Next Four Years

The presidential election in a hugely polarized United States was much anticipated around the globe – and not least among European transatlanticists. During their campaigns, while Joe Biden and Donald Trump differed fundamentally on some foreign policy issues (such as the response to the Coronavirus crisis, multilateralism, and climate change), there was much agreement between them on cybersecurity, the US’s position towards China, and the use of military force. We are now confronted with the question whether the differences or the commonalities will determine the American foreign policy agenda of the next four years. Will transatlantic relations return to the relative harmony of the Obama years or will antagonism prevail?

Ulrich Schlie is the Henry Kissinger Professor for Security and Strategic Studies at the University of Bonn. He spent 27 years in the German Foreign Service and served as Director General for International Security Policy and Head of the Policy Planning Staff in the Federal Ministry of Defence. His latest book publications include edited volumes on the Treaty of Versailles and the interwar international order (forthcoming) and on governance in times of globalization (2019, both Nomos), as well as a biography of Claus Schenk Graf von Stauffenberg (Herder, 2018).
